What is Plan S?

 

 

Plan S is an initiative for Open Access publishing that was launched in September 2018.

Plan S aims for full and immediate open access to publications. The coalition of research funders that have committed to implement Plan S (cOAlition S) aims to accelerate the transition to a scholarly publishing system that is characterised by immediate, free online access to, and largely unrestricted use and re-use of scholarly publications.

The 3 main routes to compliance are:

  • Publication in fully open access journals or platforms
  • Deposit of Versions of Record (VoR) or Author Accepted Manuscript (AAM) in open access repositories without embargo (and licensed with CC BY, CC BY SA, or CC BY SA ND on a case by case basis)
  • Publication in ‘hybrid’ journals (i.e. open access within a subscription journal) only under transformative agreements

The plan is supported by cOAlition S, an international consortium of research funders. Plan S requires that, from 2021, scientific publications that result from research funded by public grants must be published in compliant Open Access journals or platforms.
